Rudolph Pen - Opposing Parties Mayor Richard J. Daley's Chicago Municipal Government

Opposing Parties (Mayor Richard J. Daley's Chicago Municipal Government)

Rudolph Pen's "Opposing Parties" (Mayor Richard J. Daley's Chicago Municipal Government) is an original lithograph created by the American artist between 1960 and 1970. This impression is printed upon wove paper and with full deckled margins and bearing the estate stamp -- “Estate of Rudolph Pen: Original Print” -- on the verso.

During the 1960's Rudolph Pen turned much of his attention towards the municipal government of Chicago. Mainly in the medium of lithography Pen created strong lithographs depicting the political machinations of the day. Opposing Parties is one of his great works in this area. These were the less than ideal days of the regime of Mayor Richard Joseph Daley, when allegations of political corruption continually surfaced. Although Mayor Daley was never formerly charged with corruption, he was accused of being tolerant of corruption and backing the governments's municipal policies that organized a system of racial discrimination which kept African Americans and Latinos in Ghettos and out of white suburbs and good jobs.

During the 1960's Rudolph Pen turned much of his attention towards the municipal government of Chicago which, at the time, was in the regime of Richard Joseph Daley (1902-1976), the Democratic Mayor of Chicago. Mainly in the medium of lithography Rudolph Pen created strong lithographs depicting the political machinations of the day. "Opposing Parties" is a fine example of Pen's lithographic art in this field. Mayor Daley is remembered for being the last 'Big Boss' of Chicago holding office as Mayor of that city from 1955 and ending with his death in 1976. He was responsible for numerous accomplishments during his administration, such as building and redeveloping Chicago's center, encouraging the construction of downtown skyscrapers, the improvement of mass transit facilities, creating financial growth, and many other innovations and improvements to the city, in fact, many considered Chicago one of the best-run cities in the country at the time. However, some still argue that Mayor Daley did little to improve or provide the needed housing, hospitals, or educational opportunities for the city's poor. Although Mayor Richard J. Daley was never formerly charged with corruption, these were the less than ideal days of the regime of Mayor Daley, when allegations of political corruption continually surfaced. Mayor Daley was accused of being unacceptably tolerant of corruption and criticized for backing the governments's municipal policies that organized a system of racial discrimination which kept African Americans and Latinos in Ghettos and out of white suburbs and good jobs. In order to temper the racial situation, Mayor Daley met with Martin Luther King Jr. and other Civil Rights leaders, promising to set up a 'Leadership Council for Metropolitan Open Housing' to end housing discrimination, however, no dates were set, in fact, Daley was later charged with thwarting efforts to integrate housing and directing his urban renewal programs against the poor. Cut off from the best paying jobs, unable to improve their living conditions in the ghettos and abused by the system, racial tensions finally erupted into what is now remembered as the great Chicago riots, the worst occurred between 1966 and 1968. After the assassination of Martin Luther King Jr., Mayor Richard Daley made a statement concerning the 'shoot to kill' policy to be enforced by the Chicago police department during the riots, a comment which was considered appalling by many and also generated significant controversy. On a larger political scale, Mayor Richard Joseph Daley played an important role in the history of the Democratic party and is credited for helping John F. Kennedy win the Democratic nomination and the presidential election in 1960. During his term in office, President Kennedy asked Congress to enact a law that would guarantee equal access to all public accommodations and forbid discrimination in any state program receiving federal aid. In 1962, President kennedy sent troops to force the University of Mississippi to admit James Meredith, an African American student. Opposing Parties (Mayor Daley's Chicago Municipal Government), is surely one of Rudolph Pen great lithographs dealing with Chicago's municipal government, Mayor Daley, social and political unrest during the 1960's - 1970's.
